  18. <p>     Like many other states striving for fairness in funding
  19. rich and poor school districts, Texas has found no quick fix.
  20. After the state supreme court last year affirmed a 1987
  21. district court ruling that the existing system was
  22. unconstitutional, Governor Bill Clements and state lawmakers
  23. wrestled with the issue through four rancorous special sessions.
  24. They finally adopted a formula for bolstering less affluent
  25. districts with additional state funds. Last week District Court
  26. Judge F. Scott McCown pitched out that plan. Ruling in a suit
  27. by the poor school districts that filed the original action,
  28. McCown concluded, "The rich districts are left rich, the poor
  29. districts poor."

  31. <p>     McCown found that the new plan, putting an extra $528
  32. million from sales taxes into school financing, was
  33. insufficient. Moreover, he said, the plan's way of allotting the
  34. funds was unfair and failed to achieve the structural overhaul
  35. that the state supreme court had ordered. McCown gave the state
  36. until September next year to get it right.
